ОТКРЫТОЕ ПИСЬМО членов Дома инженеров
г. Бат-Ям
Уважаемые господа Министры,
депутаты и руководители!
Мы,
члены Дома инженеров г. Бат-Ям, просим
внимательно рассмотреть и помочь внедрить эти разработки. Вот некоторые из них:
1. Концепция программы обустройства Юга страны. Предлагается комплексный
подход к решению клубка взаимосвязанных
проблем Юга, ни одна из которых не может решаться отдельно. Основные принципы и
схемы программы включают технические, проектные, организационные и
экономические решения в сферах водного и энергетического хозяйства, орошение и
окультуривание земель, схемы размещения новых поселений, дорог,
инфраструктуры, развитие экономики и т.
д.
2. Технологические решения ветровой электростанции,
работающей независимо от погоды.
Постройка ее позволит отказаться от строительства новых электростанций –
газовых, угольных, атомных и даже ветровых: мощность построенной электростанции
может наращиваться неограниченно за счет
дополнительных ветряков. В перспективе –
энергетическая независимость и огромная эффективность.
3. Локальная солнечная
опреснительная и энергетическая установка для новых поселений с использованием крыш для размещения
солнечных батарей.
4. Быстрое снижение
потребления электроэнергии может быть достигнуто за счет полного и эффективного
использования крыш существующих зданий для размещения солнечных батарей. Схема
предусматривает подключение к ним бойлеров, кондиционеров с инверторным управлением
взамен ныне используемых, а также электрических плит взамен газовых.
Излишки электроэнергии передаются в
энергосистему. Экономия электроэнергии в жилом секторе может достигнуть 50 –
60%.
5. Предлагаются устройства для защиты водоемов от потерь воды за счет
испарения. Эти устройства можно комбинировать с солнечными батареями.
6. Предлагается выгодная для покупателей квартир и для государства
финансовая схема строительства недорогого жилья
на основе однопроцентной машканты.
Необходимо включить ученых, инженеров и других специалистов в
хозяйственный оборот – не в порядке благотворительной помощи, а путем
использования их опыта и знаний,

them: 1. The

will allow to refuse from building of new power
stations – gas, coal, nuclear. Capacity of the constructed power station can be
increased beyond all bounds at the expense of additional wind-driven
generators. In the long term – power independence and huge
efficiency. 3. Local solar water-desalinating and
power installation for new settlements with use of roofs for placing on the solar
batteries. 4. Fast decrease in a current
consumption can be reached at the expense of complete and an effective use of roofs of
existing buildings for placing on solar batteries. The scheme provides
connection to them of boilers, conditioners with invertor
management exchange nowadays used.
Surpluses of the electric power are transmitted to a power supply system. The
economy of the electric power in inhabited sector can reach 50 – 60 %. 5. Systems for protection of reservoirs
against losses of water at the expense of evaporation are offered. These
systems can be combined with solar batteries. 6. The financial scheme of building of
inexpensive housing accommodation on the basis of one-percentage mashcanta Is offered favourable
to buyers of apartments and for the state. It is necessary to include scientists,
engineers and other experts in economic circulation – not as the charitable
help, and by use of their experience and knowledge, by investment in their
